3.5.4 Payload and speeds.
3.5.4.1 Highway operation. The trailer shall provide satisfactory operation over smooth hard surfaced roads, when loaded with highway payload and towed at the speed specified in Table III. When towed at specified speed in a straight line, trailer shall track the towing vehicle without shifting or swerving more than 3 inches from side to side of the path of the towing vehicle
(see 4.8.11.2.1).
3.5.4.2 Cross-country operation. The trailer shall provide satisfactory operation over unimproved roads, open, rolling, or hilly terrain when loaded with the maximum payload and towed at the speed specified in table III (see 4.8.11.2.2).

3.5.5 Gradeability. When towed over a dry, hard surface free of loose material, the trailer shall exhibit the gradeability and stability specified herein.
3.5.5.1 Longitudinal inclines. The trailer shall follow the towing vehicle without weaving to an extent affecting control of the vehicle combination when ascending and descending longitudinal inclines with 20 percent grade (see 4.8.11.3.1).
3.5.5.2 Side slopes. The trailer shall follow the towing vehicle without slipping or upsetting when operating on left and right side slopes with 20 percent grade (see 4.8.11.3.2).
3.5.6 Braking.
3.5.6.1 Service brakes. The service brakes of the trailer and towing vehicle shall decelerate and stop the vehicle combination with maximum payload on dry, smooth, level, hard-surfaced roads free of loose materials. Stopping distance shall be not more than 50 feet at 20 miles per hour (mph) (see 4.8.11.4.1).
3.5.6.2 Automatic brake actuation. The trailer shall be equipped with an automatic actuating device to apply the trailer brakes upon breakaway from the towing vehicle. When loaded with the maximum payload, the breakaway device shall maintain application of the brakes and hold trailer stationary on 30 percent grade for not less than 15 minutes (see 4.8.11.4.2).
