3.21 Workmanship. Defective components or parts and assemblies which have been repaired or modified to overcome deficiencies shall not be furnished. Welded, bolted, and riveted construction utilized shall be in accordance with the best commercial practice.
3.21.1 Welding. Welding shall conform to the American Welding Society's Structural Welding code, Steel, D1.1 and, when specified (see 6.2), to the requirements of MIL-STD-1261, class 2. The surface of parts to be welded shall be free from rust, scale, paint, grease, or other foreign matter. Welding rods shall be compatible with the metal being welded. Spot, tack or intermittent welds shall not be used where structural strength is required. Weld penetration shall provide transference of maximum design stress through the base metal juncture. Fillet welds shall be provided when necessary to reduce stress concentration.
3.21.1.1 Welding workmanship specimens. When specified (see 6.2), the contractor shall prepare, or shall have prepared, welding workmanship specimens in accordance with the requirements of MIL-STD-1261, class 2 representing each typical weld joint encountered on the semitrailer.
4. QUALITY ASSURANCE PROVISIONS
4.1 Responsibility for inspection. Unless otherwise specified in the contract, the contractor is responsible for the performance of all inspection requirements (examination and tests) as specified herein. Except as otherwise specified in the contract, the contractor may use his own or any other facilities suitable for the performing of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of
the inspections set forth in the specification where such inspections are deemed necessary to
assure supplies and services conform to prescribed requirements.
* 4.1.1 Responsibility for compliance. All items must meet all requirements of sections 3 and 5. The inspection set forth in this specification shall become a part of the contractor's
overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the contractor of the responsibility for assuring that all products or
supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling inspection, as part of manufacturing operations, is an acceptable practice to
ascertain conformance to requirements, however, this does not authorize submission of known defective material, either indicated or actual, nor does it commit the Government to acceptance
of defective material.
4.2 Government verification. Quality assurance operations performed by the contractor shall be subject to Government verification at unscheduled intervals. Verification shall consist of observation of the operations to determine that practices, methods, and procedures of the
